ACRST nab three suspects on felony charges

The Austin County Regional Special Response Team conducted a recent operations which resulted in the arrests of three suspects in the area.

On Sept. 12, members of the Austin County Regional Special Response Team conducted an operation in Colorado County that resulted in the arrest of fugitive Larry Haynes, 62.

The operation was the result of an investigation led by the Austin County Sheriff’s Office (ACSO) Special Investigations Unit, which specializes in fugitive apprehension.

Haynes was located at a residence in Garwood and taken into custody on two active felony warrants for Indecency with a Child / Sexual Contact, both filed out of Fort Bend County.

Following his arrest, Haynes was transported and booked into the Colorado County Jail without incident.

The Colorado County Sheriff’s Office also participated in the operation.

On Tuesday, Sept. 9, the Austin County Sheriff’s Office (ACSO) Special Investigations Unit was requested to assist the Houston Police Department’s (HPD) Major Offenders Division. HPD’s Criminal Apprehension Team was attempting to locate two suspects believed to be in the Austin County area.

An ACSO K9 Unit located and stopped the suspects traveling eastbound on Interstate 10 near the 724-mile marker. The driver and passenger were identified as Thaddius Goins (36) and Rataski Goins (35), both of Houston.

The pair are suspects in multiple “juggings” that occurred in the Houston, Austin, and San Antonio areas. As a result of the traffic stop, both individuals were arrested and charged with:

• Four counts of Unlawful Use of a Criminal Instrument • Fraudulent Use/Possession of Identifying Information The defendants were transported and booked into the Austin County Jail without incident. The investigation remains ongoing, with additional charges possible in surrounding jurisdictions.

A Texas Department of Public Safety (DPS) Trooper assisted with the traffic stop and arrests.

“Juggings” refers to a crime in which suspects watch for individuals withdrawing large amounts of cash from a bank or ATM, then follow them to another location to steal the money—either by breaking into their vehicle or through direct robbery.
