Garland Nelson, Jr. was born May 9, 1951 to Garland Nelson, Sr. and Mrs. Ruby Moore-Nelson in Weimar.

He loved to hunt, fish and spend time with his friends and family. Garland was no stranger to lending a helping hand to anyone in need.

Garland attended Texas A&M University in Kingsville on a full track scholarship, and obtained a BBA degree in Accounting Dec. 19, 1975. He began working for the City of Houston Sept. 2, 1977 and retired after 31 years of service. In recognition and appreciation of his dedication and loyal service, Mayor Bill White proclaimed Sept. 19, 2008 as Garland Nelson, Jr. Day.
